As long as there is good metal to weld a new section of chassis rail to, there shouldn't be any reason why it can't be repaired. I've no idea on cost though. I had a Nissan 280ZX some years ago that we had to do that to and it passed the MOT fine afterwards. Probably best to get a couple of quotes done by some reputable local car repairers.
Hope this helps.

I bought a mk6 Cabby that looked immaculate, but had completley rotton rear chassis rails, both sides were rotton, and had split
2 days later and 100 quid, all plate welded and a serious amout of underseal it passed it's mot with no advisories

Did similar a few years back on my previous escort, used mig to plate the rails, removed weak, rusted metal first and made an insert from 2 mm plate using vice and angle iron to bend to shape, tack first and finish up with short seam runs, then cavity wax inside the sections from the boot end and close off water ingress points from above and below.underseal well, cost me a roll of mig wire, a mig is a good investment and easy to learn.Bigger killer with escorts is the rear arches,if yours are good its well worth cavity waxing behind them ,get all the way down to the sill line with a long probe and make sure the car is staying dry inside, use some dehumidifiers in the boot to help keep it dry, check rear light units for leaks and fix them, avoid opening the hatchback in wet weather as it drips in of the hatch as it opens. If the whole rail is gone its more practical to buy the prefabricated repair parts.
