What is this on the dash wiring loom?

Its located behind the panel which has your headlights switch, dimmer adjustment and headlight level switch. the other image is what i disconnected from it, which is supposed to be a wiring loop. As you can see, it has melted the wiring.

i think i know why, but i what to from anyone who can confirm what this part on the loom and what it does?

i do you my fogs alot, and i will xplain what i have done.

i bought a set of suppose'ed xenon H3 bulbs for my fogs, and supposed to be 100w. they are cheap crap i took a gabble with thinking they might be good. the fuse in the fuse box states it should be 30amp. which is there. After a week the fuse blew, replaced twice to get working again but one fog didnt work. they for unknown reasons the fog came back on after a few days. got in the car this morning and smoke started coming from my dash, and i removed to find this.

WORD OF WARNING, DONT GO CHEAP ON BULBS, BUY THE BEST!

A WORD OF WARNING - USING FRONT FOG LIGHTS WHEN THE CONDITIONS DONT WARRANT IT IS A TRAFFIC OFFENCE AND YOU CAN BE PULLED OVER FOR IT

It also pees off most other road users and makes you look like a chav!

Either that or it must be darn foggy in Swansea!

This is very strange, why did it blow the bulbs?
If anything the bulbs should last longer as the voltage across the bulb will be less (due to the cable voltage drop which is heating it).
