Headlight leveling control

Both my headlights do not respond when I turn the small knob on the left of the headlight switch I have had the switch assembly apart and cleaned the circuit board, eased the small connecting lever a little reassembled and just the same checked fuses first and all OK, removed lights and cleaned plugs and sockets with electrical contact cleaner. All Lights and dash dimmer knob work OK so thinking motors in headlight goosed, strange that both stop working at the same time, these are not adaptive headlights. Anyone else had a similar/same problem, any help or advice would be most appreciated thanks.
