no expert on such matters but thinking along the lines of the fuel cut off valve stuck/sticking open as we all should know that no electric is required for a diesel engine to run

please do not shout capital letters are classed as shouting on the forum!

it wil lbe the fuel cutoff solenoid in the back of the pump should be a housing there that needs removed to access it its not easy to get to though.

Could also be you're pulling over oil from the crankcase breather system into the turbo compressor inlet. This will feed the engine even if the engine and fueling is switched off! Although this normally gives some high or uneven revs. Check your oil level as well.
